Illegal export of Lithium battery cell

2022-12-09

Recently, Huanggang Customs has seized 40 dangerous lithium-ion batteries in the freight export channel, which has no dangerous goods package certificate --- "Identification Result Sheet for Transportation and Packaging of Outbound Dangerous Goods". At present, the goods have been returned according to the regulations.

False Declaration

When a company in Shenzhen declared and export a batch of lithium batteries and lithium electronic batteries as general cargo, Huanggang Customs inspected that some of the lithium batteries had a capacity of more than 20 watts, which did not meet the requirements for exemption of dangerous goods packaging, and it belonged to IMO Class 9 dangerous goods. However, the enterprise was unable to provide the dangerous package certificate—the Appraisal Result Sheet for the Transportation and Packaging of Outbound Dangerous Goods, and did not affix the dangerous goods transportation label on the outer packaging according to the requirements of dangerous goods transportation. This situation is a false custom declaration.

According to "People's Republic of China (PRC) Import and Export Commodity Inspection Law" and its implementing regulations, enterprises that produce and export dangerous goods need to apply to the customs for the dangerous goods package certification, and dangerous goods that use unqualified packaging containers are not allowed to be exported.
